WELFARE SCHEMES & PROGRAMMES FOR PERSONS WITH DISABILITIES


Implemented by the Department of Social Welfare

 1.         Disability Pension

            (i) State Scheme : This Scheme was introduced in 1996-1997 and given to 200 handicapped persons who are totally blind and bedridden @ Rs. 100/- per month per head. But the rate was raised w.e.f. 2007-2008 @ Rs. 250/- p.m. The seat for beneficiaries of the Scheme is very limited and has always been 200 nos. only since inception.

             (ii) NSAP – IGNDPS : In expansion of the National Social Assistance Programmed (NSAP), the Government of India, Ministry of Rural Development vide D.O. No.J.11013/2/2007-NSAP  Dt.17.2.2009 include ‘Indira Gandhi National Disability Pension Scheme (IGNDPS)’ to ‘Persons with severe or multiple disabilities between 18-64 years and belonging to a household below the poverty according to the criteria prescribed by the Government of India.

 2.         Economic Rehabilitation (State Scheme)

                         The main objective of this Scheme is to provide economic rehabilitation to the disabled persons by providing opportunities for engaging themselves in full or part time employment thereby raising a wage to sustain themselves or to supplement their family income.

                         Grant-in-Aid is given in cash to handicapped persons as per individual need. Pig Rearing and Poultry @ Rs. 4000/- each per annum are given in cash.

                         In addition, sewing machines and cobbler tools are given in kind.

                        Applications may be written in plain paper with copy of Disability Certificate and submitted to the Director, Social Welfare Department.

 3.         Stipend to Educated Unemployed Allowances (State Scheme)

                                                The Scheme was introduced in 1997-1998 for educated persons with disabilities who registered themselves in the Employment Exchange for more than 3(three) years and who could not be placed in any gainful occupation are given stipend @ Rs. 100/- p.m. per head. The rate was raised from Rs. 100/- to Rs. 250/- in 2007-2008. District Special Employment Exchanges inform eligible candidates to the Social Welfare Department, who are then selected by the officials of Social Welfare Department according to the guidelines. 

                        There can be only 25 beneficiaries each year under this Scheme.

 4.         Handicapped Student Stipend (State Scheme)

                        Under this Scheme, handicapped students who are enrolled in the Institutions are given stipend for purchase of books, uniforms, etc. at the rate shown below :-

                         Upto Class-IV                 -        Rs. 30/- p.m. per student

                        Class V – Class VII         -        Rs. 40/- p.m. per student

                        Class VIII – Class XII    -        Rs. 85/- p.m. per student         

                        It can be availed after giving report to the DSWO, Saiha/Lunglei/Aizawl East and Aizawl West by the concerned Institution and there should not be more than 3(three) students from 1(one) Institution.


 5.         Training Centre for Specially Abled Persons (State Scheme)

                        Training Centres for the trades of Tailoring and Shoe Making for both Male & Female Handicapped Persons are run by the Social Welfare Department, Government of Mizoram at Aizawl and Lunglei with Hostel Facility respectively for male and female. Sewing Machines, Treadle Machines and Cobbler Tools are given free of cost to the trainees after completion of 1(one) year training.

 

6.         Assessment and Certification Camps

                        Before the launch of Unique ID for Persons with Disabilities (UDID) Project, Assessment and Certification Camps for Persons with Disabilities (PwDs) had been conducted since 2009-2011, jointly with Health Department, SCERT, NIOH, SSA and Social Welfare Department at District and Block Levels. Persons having 40% and above can be certified as Disabled by a Certified Medical Officer. The certified disabled persons are  given Disability Certificates and I.D. Cards on the spot.

      

7.         Unique ID for Persons with Disabilities (UDID)

            Unique Disability ID has been implemented in the State and this ID can be processed at the Civil Hospital, Aizawl and District Hospitals in other Districts. Required documents are :-

            i)          Disability Certificate

            ii)        Adhaar Number

            iii)       Passport size photograph


8.         Scheme for Implementation of Persons with Disabilities (Pwds) Act, 1995 (SIPDA).

                         The Ministry of Social Justice & Empowerment has been implementing a scheme of providing financial assistance for providing barrier free environment in important Government Buildings etc. which include ramps, rails, lifts, adaptation of toilets for Wheel Chair users, brail signage etc. and for making Government websites at the State/District level accessible to Persons with Disabilities. 34 buildings were made accessible under SIPDA during 2010 – 2014.

          

9.       Accessible India Campaign :-

             The Accessible India Campaign was launched by the Prime Minister of India on 3rd December, 2015 and it is also implemented in the State of Mizoram. Under Phase I of the Campaign, 27 (twenty seven) public and Government buildings have been identified.
